Process: (1) Book appointment at local Bürgeramt or Einwohnermeldeamt online - in Berlin and Munich, appointments fill 4-6 weeks out, so book immediately; (2) Obtain Wohnungsgeberbestätigung from your landlord - legally required confirmation of your tenancy; (3) Complete Anmeldeformular (registration form) available online or at office; (4) Attend appointment with all documents. You receive Anmeldungsbestätigung (registration certificate) immediately, typically free. EU citizens only need Anmeldung. Non-EU citizens need an additional Aufenthaltstitel (residence permit) from Ausländerbehörde, which requires proof of health insurance, financial means, and purpose (work, study, family).
